In the opening session of a forum in Geneva in preparation for the World Humanitarian Summit, to be held in May, 2016 in Istanbul, Turkey, O'Brian described as alarming the situation suffered by so many human beings.
According to the UN official, not only the urgency of the assistance is a matter of concern, but also the number of people needing it in the wake of conflicts and other problems that trigger displacements and intensify social evils.
O'Brian lamented that, despite the increase in the number of people benefitted by humanitarian assistance, this is not enough and fails to meet the demand.
"Every year, and despite the generosity of donors, the magnitude of emergencies exceeds our capacity to respond," he said while urging the international community to act rapidly to prevent the existing situation from worsening.
